Digital communication creates observable situations in which people must interpret incomplete evidence, infer meaning, decide whether to act, and later encounter outcomes that may support or challenge their original judgment.

This work preserves the distinction between what is observed, what is interpreted, and what can ultimately be claimed.

The institutional problem extends beyond digital communication. Additional fields are established only where disciplined inquiry can support warranted understanding.

The Institute distinguishes observation, interpretation, claim, finding, and institutional understanding. What is observed is not automatically what it means; an interpretation is not yet a finding, and a claim does not become institutional understanding merely by being stated.

Authority reflects how much reliance understanding has earned from evidence. Understanding remains open to correction as evidence develops.

Action, restraint, and continued uncertainty are legitimate outcomes of judgment. Some evidence warrants action. Some warrants restraint. Some warrants continued uncertainty. Disciplined judgment allows all three.
